Changes in accommodation costs for flex workers

From January 1, 2025, a new system has been used to determine accommodation costs for flex workers who rent housing through an employment agency in the Netherlands. This system is called the Price-Quality System, or PKS. The PKS was introduced to make housing costs clearer, fairer and easier to understand. It applies to employment agencies affiliated with ABU or NBBU and forms part of the Collective Labour Agreement for flex workers. For workers, this means that the weekly accommodation cost is no longer based only on a fixed amount. Instead, the price is linked more closely to the quality and facilities of the property.

What is the Price-Quality System?

The PKS assesses the accommodation using a number of practical criteria. Each property receives points based on its size, facilities, energy efficiency and the number of people sharing certain rooms.

The final score determines the maximum weekly amount that may be charged for the accommodation.

Factors included in the assessment may include:

  • whether the bedroom is private or shared;
  • the size of the bedroom;
  • the number of residents using the same bathroom;
  • the number of people sharing the kitchen;
  • the property’s energy label;
  • the general facilities available in the accommodation.

 

A property offering more privacy, more space or better facilities may receive a higher score. Accommodation with fewer facilities or more shared spaces may receive a lower score.

This creates a clearer relationship between the quality of the accommodation and the amount paid by the worker.

What does this mean for flex workers?

For some flex workers, the PKS may lead to a lower weekly accommodation cost. This depends on the score assigned to the property in which they live.

Workers should receive information about the score of their accommodation and the weekly amount that applies. Updated rental agreements were issued at the beginning of 2025 to reflect the new system and the corresponding housing costs.

The rental agreement should clearly explain:

  • which property the agreement applies to;
  • how the accommodation has been assessed;
  • the weekly accommodation cost;
  • the date from which the new rate applies.

This gives workers more insight into how their housing costs are calculated.

 

Is there a maximum amount?

Yes. Even if a property receives a high score, there is a limit to the amount that may be deducted for accommodation.

The maximum is calculated as 25% of the statutory minimum hourly wage multiplied by 40 hours. In 2025, this maximum was set at €140.60 per week.

The actual amount may be lower, depending on the quality score of the accommodation. The maximum therefore acts as a cap and does not automatically mean that every worker pays the full amount.

 

Why was the PKS introduced?

The main purpose of the PKS is to improve transparency and housing quality. Flex workers should be able to understand why they pay a certain amount and what facilities they receive in return.

The system also encourages employment agencies and housing providers to maintain good-quality accommodation. Better facilities, more privacy and improved energy efficiency can contribute to a higher property score.
